GOOGLE CONSENT MODE v2 & ENHANCED CONVERSIONS: WHAT’S REQUIRED IN 2025
For EU/EEA/UK/CH traffic, if you use Google products (GA4, Google Ads/Ad Manager/AdSense) you must collect and pass user consent choices with Consent Mode v2 and, for personalized ads, use a TCF-certified CMP (required in the EU/UK since 16 January 2024 and in Switzerland since 31 July 2024).
Consent Mode v2 adds the signals ad_user_data and ad_personalization; without a proper setup, Google restricts conversion and behavior modeling and may disable measurement for parts of EU traffic. Enhanced Conversions improve accuracy and smart bidding by sending first-party data hashed with SHA-256. As of 2025, setup is simpler via a new tag-level setting in GTM.
Regardless of Chrome’s third-party cookie status, compliance is essential: Consent Mode v2 with a CMP and a clean DataLayer are now required for reliable measurement and optimization.
